Minister. Prasanna Ranathunga
The Minister of Tourism, Prasanna Ranathunga states that the government has paid a special attention to the completion of ongoing development projects in the country on time. He also further points out that the development project of the Katunayake Airport Package ‘A’ Work should be complete in due course.
The Minister emphasized this in a special discussion on the progress of the Package ‘A’ project at the Katunayake Airport at the Ministry yesterday (14).
The Katunayake Airport Package ‘A’ Project is the Phase II of the Katunayake Airport Expansion Project. It is also the largest development project initiated in the country in 2020. The construction of the Package ‘A’ project was abandoned by the previous Yahaplana government; even though the construction was scheduled to be commenced in 2014 and it was to be completed within three years and the project was commenced under the patronage of then HE the President, Mahinda Rajapaksa and former Japanese HE the Prime Minister, Shinzo Abe. The project was restarted on November 18, 2020, after the current government came to power.
Under this, the passenger handling capacity of the Katunayake Airport will be increased to 15 million per year. A new passenger terminal, elevated road ways, finger piers, waste water and solid waste disposal system, a compost system with a bio-gas plant and a five-storied car park will be constructed under this. The project has a cumulative value of 41,553,891,286 Japanese Yen (JPY) (41,553 Mn) and LKR. 35,135,843,333 (35,135 Mn).
The Minister Prasanna Ranatunga drew the attention to the problems that have arisen during the construction of this project and decided to refer them to the General Treasury and the Ministry of Finance. Further, it was also decided to hold a special discussion with the Central Bank and the Ministry of Finance in this regard.
The Minister further stated that the stance of the government is that development projects in the country should not be hampered due to the global pandemic. Therefore, the Minister instructed the contract company not to delay the constructions and also advised the officials of the Airport and Aviation Services Company to identify those issues immediately and assist them to resolve such issues.
State Minister, Hon. D.V. Chanaka, Secretary to the Ministry of Tourism, Mr. S. Hettiarachchi, Secretary to the State Ministry of Aviation and Export Zones Development, Mr.Janaka Sri Chandraguptha, Additional Secretary to the Ministry, Mr.Sunil Gunawardana, and Vice Chairman of Airport and Aviation Services Sri Lanka (Pvt.) Ltd. (AASL), Mr.Rajiv Sooriyaarachchi and a few others were present in this discussion.
Minister of Tourism, Prasanna Ranatunga stated that the measures taken by the government to transform the MRIA into an active airport will be further expanded this year. The Minister pointed out that discussions are going on with several worlds’ leading airlines to operate international flights at MRIA. "These airlines would commence international operations at Mattala Airport this year.", the Minister stated.
There were 32,957 passenger operations at MRIA in the last year. The number of flights operated is recorded as 722 and out of that, 584 are international aircraft operations. According to the Minister of Tourism, Prasanna Ranatunga, there have been 138 domestic flights at MRIA during the past year. According to the records of MRIA, 2919 tourists have arrived in the Island from 1st January to 3rd February this year. The MRIA was inaugurated on March 18, 2013. In that year, there were 36,137 passenger operations and 1,520 flight operations. In 2014, there were 40,386 passenger operations at Mattala International Airport. The number of flights operated during that year was 2924.
Minister Prasanna Ranatunga pointed out that with the coming to power of the Yahapalana Government in 2015, the operations of the MRIA were disrupted and the Yahapalana Government also stored paddy there. The MRIA was not promoted during the period of the Yahapalana Government and the previous government also took steps to make it inactive; the Minister further explained.
After H.E. the President, Gotabhaya Rajapaksa came to power in November 2019, the government promoted the airport as a "tourist destination". In addition, the airport charges of MRIA have been waived off to attract international airlines. The Minister also stated that steps have been taken to attract airlines to the MRIA, holding discussions with international airlines. As a result, international airlines such as Skype, Gulliver, Uzbekistan, Qatar Air Asia, Maldives Airlines, and Salam Air are currently operating to the MRIA.
In addition, the government has paid special attention to the development of MRIA. Accordingly, two duty-free shops of core category, a tea stall, two shops of electronic appliances, a service counter for tourists, telephone boxes, and bank counters have been established. The Minister further stated that with the increase in flight operations in the future, the facilities will be further expanded.
කටුනායක බණ්ඩාරනායක ජාත්යන්තර ගුවන් තොටුපළ හා ඒ අවට නව රථවාහන සැලැස්මක් සැකසෙයි. ගුවන්තොටුපළ හා ඒ අවට මාර්ග තදබදය අවම කිරීම එහි අරමුණයි. ව්යාපෘතිය අදියර දෙකක් යටතේ ක්රියාත්මක කරන බව සංචාරක ඇමති ප්රසන්න රණතුංග මහතා පවසයි.
අදියර 1 යටතේ ඇවරිවත්ත හංදියේ සිට ආයෝජන මණ්ඩල ප්ර වේශය දක්වා මිටර් 660 ක් දිග මංතීරු හතරක ද්විත්ව මාර්ගයක් ඉදිකෙරේ. එහි ඉදිකිරිම් මේ වනවිටත් අවසන්ව තිබේ. ඊට සමගාමීව ඇවරිවත්ත මංසන්ධිය සංවර්ධනය කිරිමට ද අපේක්ෂිතයි. අදියර 2 යටතේ ශ්රී ලංකා ඉඩම් සංවර්ධනය කිරිමේ සංස්ථාව මගින් අවශ්ය ඇළ මාර්ග ඉදිකිරිම හා ආයෝජන මණ්ඩල පිවිසුමේ සිට මිනුවන්ගොඩ දෙසට මිටර් 1050 දිග මංතීරු හතරකින් යුතු ද්විත්ව මාර්ගයක් ඉදි කෙරේ. සමස්ථ ව්යාපෘතිය සදහා වැය කෙරෙන මුදල රුපියල් මිලියන 600කි. කටුනායක ගුවන්තොටුපළේ සියලු පැමිණිම් හා පිටවීමේ ප්රධාන දොරටුවේ ආරක්ෂක පරික්ෂාවෙන් පසු ගුවන් තොටුපළට ඇතුළුවීමට හැකියාව ලැබෙන අතර පැමිණිමේ හා පිටවීමේ පර්යන්ත වලට ප්ර වේශ විය යුතු ආකාරය ඇතුලත් සංඥා පුවරු සවි කිරිමට ද පියවර ගෙන ඇත.
මගී පහසුව සදහා ගුවන් තොටුපළේ දැනට පවතින මගී පර්යන්ත ගොඩනැගිල්ල ප්රතිව්යුහගත කිරිමට හා ප්රතිසංස්කරණය කිරිමට ද පියවර ගෙන ඇතැයි ඇමති ප්රසන්න රණතුංග මහතා පවසයි. ගුවන් තොටුපළේ මගී ධාරිතාව ඉක්මවිමේ ගැටළුවට විසදුමක් ලෙස එම පියවර ගෙන තිබේ. ඒ අනුව මගී පර්යන්ත ගොඩනැගිල්ලේ විගමන ප්ර දේශයේ වෙනත් ස්ථානයක ස්ථාපිත කිරිමට කටයුතු කෙරිණ. ඒ සදහා වැය කෙරුණු මුදල රුපියල් මිලියන 430කි. මේ යටතේ ආගමන විගමන ප්ර දේශයේ ඉහළ මාලයට මාරු කෙරෙන අතර අතිරේක ආගමන කවුන්ටර් 04 ක්, අතිරේක ඇතුල්වීමේ කවුන්ටර් 05 එස්කැලේටර් දෙකක්, සෝපානයක් හා නව පඩිපෙළක් සහ අමතර ඉඩකඩ, ආපනශාලා හා සනිපාරක්ෂක පහසුකම් ද එක් කිරිමට නියමිතයි. ඇමතිවරයා පවසන්නේ මෙම ඉදිකිරිම් කටයුතු මේ වන විටත් ක්රියාත්මක බවයි. මේ වසර තුළ ව්යාපෘතිය අවසන් කිරිමට සැලසුම් කර තිබේ.
කටුනායක ගුවන් තොටුපළේ මිලියන 06 ක් වන වාර්ෂික මගී ධාරිතාව මේ වන විට මිලියන 10 ඉක්මවා ඇති අතර ගුවන් තොටුපළ පුළුල් කිරිමේ ව්යපෘතිය අවසන් වීමෙන් පසු එම ධාරිතාව මිලියන 15 ක් දක්වා ඉහළ යනු ඇත. කටුනායක ගුවන් තොටුපළ සංවර්ධන කටයුතු මේ වන විට කඩිනම් කර තිබේ. නියමිත කාලසීමාවන් වලදී එම කටයුුතු අවසන් කිරිම සදහා අදාළ අංශවෙත උපදෙස් දි ඇතැයි ද ඇමතිවරයා වැඩිදුරටත් කියා සිටි.
Batticaloa International Airport is being developed as a fully-fledged domestic airport in the Eastern Province. Its purpose is to provide services to local and foreign tourists, says Minister of Tourism, Prasanna Ranatunga.
A tripartite agreement is also expected to be signed between the Airport and Aviation Services Company, the Civil Aviation Authority of Sri Lanka and the Air Force for this purpose. The Civil Aviation Authority is currently drafting this agreement. It is expected to create a clear distinction between civil and military operations in this airport. It is also expected to construct air traffic control towers, fire and rescue facilities along the northern part of the runway.
Minister Prasanna Ranatunga says that a special program will be implemented to identify commercial investment opportunities within the airport premises. The Minister also said that the focus is on investment opportunities that fall/not fall into the category of air navigation. Stakeholders of tourism in the Batticaloa area have already launched a special project to promote the Batticaloa Airport with activists in the tourism sector.
Meanwhile, arrangements have been made to resume the scheduled flights between Jaffna-Colombo which were canceled due to the Covid pandemic. Accordingly, discussions are underway with the relevant companies and it is hoped that the flights will be resumed in the first quarter of this year.
මත්තල ජාත්යන්තර ගුවන් තොටුපළ විදේශීය සංචාරක ගමනාන්තයක් ලෙස ප්රවර්ධනය කෙරේ. ඒ සදහා ජාත්යන්තර ගුවන් සමාගම් මෙන්ම ව්යාපාරික ජෙට් යානා ආකර්ෂණය කර ගැනීමේ විශේෂ වැඩසටහනක් ආරම්භ කර ඇතැයි සංචාරක ඇමති ප්රසන්න රණතුංග මහතා පවසයි.
මත්තල ගුවන් තොටුපළට ජාත්යන්තර ගුවන් සේවා ආකර්ෂණය කර ගැනීම සදහා සහන රැසක් ලබා දී තිබේ. ගුවන් තොටුපළ අපනයන බද්ද වන ඇමෙරිකානු ඩොලර් 60 ක මුදල වසර දෙකක් සදහා ලබා ගැනීම අත්හිටුවා ඇති අතර ගොඩබෑමේ හා නැවතුම් ගාස්තු වලින් ද ගුවන් සමාගම් නිදහස් කර තිබේ. ඉතා ධනවත් ව්යාපාරික පුද්ගලයන් ආකර්ෂණය කර ගැනීම මගින් ව්යාපාරික ජෙට් යානා ගෙන්වා ගැනීම සදහා ද සාකච්ඡා වට ගණනාවක් පවත්වා ඇතැයි ඇමතිවරයා කියයි.
සංචාරකයන්ගේ පහසුව සදහා තීරු බදු රහිත සාප්පු සංකීර්ණයක් පවත්වාගෙන යාමට සැලසුම් කර ඇති අතර සන්නිවේදන සේවා හා බැංකු කවුන්ටර් පවත්වාගෙන යාම සදහා ද මේ වන විට අවසර දි තිබේ.
දැනටමත් මත්තල රාජපක්ෂ ගුවන් තොටුපළට මාලදිවයින, කටාර්, එයාර් ඒෂියා යන ගුවන් සේවා සෘජු ගුවන් ගමන් සිදුකරයි. තවත් ජාත්යන්තර ගුවන් සේවා රැසක් ම ලබන වසරේ දි මත්තල නව ගුවන් මෙහෙයුම් ආරම්භ කිරීමට කැමැත්ත පළ කර තිබේ. ඔවුන් සමග මේ වන විට සාකච්ඡා සිදු කෙරෙන බව ඇමතිවරයා කියයි. සලාම් එයාර් ගුවන් සමාගම සිය භාණ්ඩ මෙහෙයුම් ආරම්භ කර ඇති අතර එමිරේට්ස් ගුවන් සමාගම ද ඉතා නුදුරේ දිම සිය භාණ්ඩ මෙහෙයුම් මත්තල ගුවන් තොටුපළ තුළ ආරම්භ කිරිමට සැලසුම් කර තිබේ. මිට අමතරය මුහුදු නාවික කාර්යය මණ්ඩල මාරු විම සදහා කේන්ද්රස්ථානයක් ලෙස ද මත්තල ගුවන් තොටුපළ දියුණු කිරීමට පියවර ගෙන තිබේ. කටාර් ගුවන් සමාගම හා එයාර් ඒෂියා ගුවන් සමාගම දැනටමත් සිය මෙහෙයුම් මත්තලට ක්රියාත්මක කරයි. 2020 පෙබරවාරි මාසයේ සිට ඉන්දියානු කළාපය වසා දැමීම නිසා මුහුදු කාර්යය මණ්ඩල මාරු වීම සදහා මෙම මෙහෙයුම් ආරම්භ කළ බවත් ඇමතිවරයා කියයි.
මේ අතර මත්තල ගුවන් තොටුපළේ ගුවන් යානා නඩත්තු හා අලුත්වැඩියා කිරීම් පහසුකම් ස්ථාපිත කිරීමෙ කෙරෙහි ද රජය විශේෂ අවධානයක් යොමු කර තිබේ. ඒ අනුව විදේශ ආයෝජනයක් මගින් හෝ ශ්රී ලංකා සමාගම සමග ඒකාබද්ධ ව්යාපාරායක් ලෙස එය ආරම්භ කිරිමට අපේක්ෂා කරන බවත් ඒ සම්බන්ධයෙන් ඉදිරි පියවර රැසක් ගෙන ඇති බවත් ඇමතිවරයා සදහන් කරයි.
මත්තල ගුවන්තොටුපළ මේ වසරේ මුල් මාස 09 ක කාලය තුළ ගුවන් යානා 518 ක මෙහෙයුම් සිදු කර තිබේ. මගීන් 27,859 කට පහසුකම් සලසා ඇත. හසුරුවා ඇති ගුවන් භාණ්ඩ සංඛ්යාව මෙට්රික් ටොන් 21.5 කි. පෙර වසරේ මුල් මාස 09ට සාපේක්ෂව මගි මෙහෙයුම් 52% ක වැඩිවිමකි. භාණ්ඩ මෙහෙයුම් 106% ක වැඩිවීමක් බව ද ඇමති ප්රසන්න රණතුංග මහතා පෙන්වා දෙයි.
